As far as I know it will fit every model year of the Vulcan 650. This fender came off of my 2016 Vulcan 650 There is a small crack on one side where the fender touches forks pictured but it not visible when installed bike. The fender is in average condition from a few years of riding and has couple small knocks the paint but nothing major.
I took the fender off my bike to install a Pig tiny front so it does not include original bracket mounting bolts the needed mount forks - that hold are included. Includes and reflectors.
